I have seen this too.It Appears the order of switching the on the mains of the two devices is important.Also connecting the rs232 cable after switching on will also cause this.It may be the undefined state of the Receive and Transmit line, or garbage in the receive buffer. In my initialising vi , I clear the buffer with the "number of bytes at serial port" function (untill bytes are zero).
