Use the 'Draw flattened pixmap.vi' function in Block diagram>>functions Palette >> graphics and sound>> picture functions
and convert the image data to display as an Image

The best i can suggest you to read on this would be 'context help'
On block diagram, go to menu>> Help>>show context help.
Now. move the mouse cursor over the read jpeg file function.
In context help, click on detailed help to read about the significance of Image type, depth, mask, colour, rectangle etc in the image data cluster

I have seen instances where people have implemented image processing algorithms for image Compression/Decompression using standard LabVIEW functions.

LabVIEW can certainly do this. However, to make your life a lot easier, check out the IMAQ Vision add-ons. They could save you a lot of time, but they are not free. If you want free, you can check out ImageMagick and call from the command line or DLL interfaces.
