Installing LabView 2019 on a business network terminal

Hi, 

I am trying to install LabView2019 on a business network PC terminal that has an existing enterprise agreement with NI (so license-wise I think I'm OK). I tried using both the package installer and offline installer from NI website but I'm always stuck on a certain part. (please refer to the image below).

I'm running on Windows 10 64-bit.
