Is Project:New Application method available in 8.2.1?

I saw in the NI website about creating a project programmatically. I don't see it in my version of LabVIEW, which is 8.2.1. Am I missing something or do I need to upgrade to the next version in order to solve my problem? Thanks

Access the "App" opject and select Project->New:

1. Open the function palette.
2. Go to "Application Control" and select "Invoke Node". Plop it on the block diagram.
3. The "Invoke Node" defaults to the "App" object. Click on it and select "Project->New".

There is an example that ships with LabVIEW. Open the Example Finder and do a search for "project".
