Is the Labview runtime freely available and distributable?

I want to write apps for people who don't have my version of labview...is the runtime freely distributable?

Just remember that most of us don't work for NI and what we say is meaningless as far as leagal issues. To be absolutely sure, have a lawyer review your LV license agreement especially in regards to things such as VISA and add-on tollkits you might be using.
