Hi! I've been trying to download the LV'19 32 bit on my windows 10. But after successful download, it doesn't install the LV'19. It says "no operations performed". The issue with the 64 bit is that some of the toolkits don't work with the 64-bit version of LabVIEW (read in the document).

Are you installing through NI Package Manager?

I'm guessing (!!) that you downloaded the wrong thing. Of course, you didn't provide the URL that you used, nor what you asked for, so it's only a guess. You also didn't say anything about where you downloaded it.
I downloaded from the NI 2019 Download Site (I used Google to find the correct URL) and I now have LabVIEW 2019 (32-bit) running just fine on my PC. I downloaded it to a Windows 10 (x64), which had no other version of LabVIEW installed, then installed LabVIEW 2019 (32-bit) using the "correct method" for installing LabVIEW 2019. When I finished and rebooted, I was able to run LabVIEW 2019.
Not sure what you did, but something is wrong ...

Here's the link which is provided by the university.
I downloaded on the windows 10 (64 bit). I also have no other version of LV

This is what I got when I'm trying to install the LV32 bit. The screen is greyed out and I can't select anything.
But in the case of LV64 Bit I have the option to select but it says "Network error"

You do not need to download it manually if you are using the package manager. Just find what you want to install and press "install".

I just tried which you suggest but it still has the same issue.
I've attached the pics. Please see them

What does it show on your "Installed" tab?
