LabVIEW 2021 SP1 (64 bit) crashes at Startup in Windows 11 Pro

Setting compatibility mode of LabVIEW.exe to Windows 8 or Windows 7 and or running LabVIEW.exe as administrator doesn't help. LabVIEW 2021 (x64) still crashes during startup.
