Labview 2012 or 2011 unable to deploy Web Services

I am trying to deploy a web service and I take the following error message :

"The Web Services deployment failed.

An active NI Application Web Server was not detected on the target.

Verify that the NI Application Web Server is installed on the target, is enabled, and has completed startup."

But NiApplicationWebServer is running.

I  have disable firewall - all security settings...

I have the same problem in two different computers with labview 2011 and 2012 installations.

Any Suggestions to start searching?

If you have a RT Target you could try to deploy the web service manually:

The deployment must be done at my local computer (localhost)...
