No idea here about a non-internet access activation, but I'll tell you how I activated LV CE on my shop computer with no internet access.
I temporarily accessed the internet (and ni.com) through my cellphone.

Had the same issue with the activation pop-up window. Not being able to activate.
" You'll be able to renew your subscription to LabVIEW Community Edition at http://www.ni.com/myni/products/en/, [..]"
This did the trick for me. Apparently it was already a year ago I downloaded this edition. Time flies.
Thanks NI, for providing this community edition of LabVIEW free of charge!

Hi All,
apologize if I write here, I tried to search for this problem but didn't find a thread.
1) Labview CE 2021 Installed with success and activated;
2)Tried to install Sound and Vibration toolkit 2020 both 32 and 64bit and got un-compatibility issue as in pic;
3) Unistalled and installed Labview CE 2020 SP1 with success and activated, but still if try to install Sound and Vibration toolkit 2020 got the same issue.
4) Unistalled and installed Labview CE 2020 but got below issue during installation.
I'm not sure if Sound and Vibration toolkit 2020 can be used in Community Edition but I didn't see any un-compatility in the readme.
Any hint or solution existing already I can look to?

Apart from Labview core, most addon requires $ payment to activate.

An Audio Precision System 2 is even as second hand device more expensive than the Sound & Vibration Toolkit. Are you sure you are using the Community Edition according to its non-commercial clause?

I'm very respectfull on this as I know how much it cost to develop such systems.
I'm hobbyist for audio in free time, and I found a good deal for a used System Two years ago.
Because my System Two has only analogue domain I made a search on AP site and found that Labview could control it via Active X control (tech note 101).
My intent was to link AP with a good soundcard and make FFT and all the kind of digital with Labview and SV toolkit.
For this reason i tried to install but then I found SV toolkit not included in CE, this means I will Iook for a different solution.
Anyway is it allowed for the CE policies to use in conjuction with my AP Hardware for hobby purpouses on any limitations that I'm not aware of?

There are many FFT related functions inside Labview 2021. Search for them under function palette.
And have you tried Audacity for Windows? It is very sophisticated audio software. Perhaps, you can integrate a new audio hardware and software system without the $ commercial counterparts. 😁
