After installing NI MAX how to interface those devices with laptop ?

With the LabVIEW drivers.
Do the devices show up in MAX? If you want to do something in MAX, then you need to read the manual to see what the commands are you need to write in the test panel.

Physically you need to connect to the test equipment using GPIB. From a laptop your easiest option is the NI USB-GPIB-HS cable - https://www.ni.com/en-ca/support/model.gpib-usb-hs.html
You will also need a separate GPIB-GPIB cable to go between each additional instrument. (If you have 3 instruments then you need 1x USB-GPIB and 2x GPIB-GPIB cables.)
I'm not sure that Tenma PSU can be computer controlled however. You might need to look for a different supply if you need to control everything. What exactly are you trying to test? What are your power requirements? If you are measuring diodes/transistors SMUs are far preferable to simple power supplies.

Yeah, I have connected physically both devices with laptop through NI MAX. but after that how to set voltage and current range in labview. I mean what are the next steps after connecting devices with laptop via GPIB-USB ?
Now I want to build a program to control these both devices using laptop.

In LabVIEW, try Help > Find Instrument Drivers...
The IDN wizard can actually find connected instruments and download the drivers for you. Including setting up the palette (they'll probably be in Instrument I/O > Instr Drivers) and adding examples.
If it doesn't find automatically you can run a search that will take you to NI's IDN site where you can download drivers that are older or less popular.
Once you have all the drivers in place it's quite easy to control the connected instruments. You will have VIs like Set Voltage, Read Current, etc.
If you're still having trouble at that point... It time to take some LabVIEW tutorials.

I have connected HP 6030 with labview using VISA resource but I am not sure what to connect with VISA resource name out in block diagram please guide me.

Click the drop down arrow on the VISA resource control or constant and click browse to see if you can find it.

You can read in your 6030 manual for how to display and change the GPIB address or you can look in NI MAX to get its address. After that if you installed the 6030 LabVIEW drivers like I mentioned above you should have new VIs in your palette. One will probably be an example to help get you started.
Actually programming voltage ramps and reading/analyzing/storing data will require real LabVIEW skills so you will have to take tutorials and learn how to program the behavior you desire.
