Labview install won't start

Hello,
   I have a laptop with win2k.  I'm trying to install LV 5.1.  I put the CD in, it autoruns, the menu pops up and I click "Install LV".  The CD spins up and the hard drive light blinks, and nothing happens.  I go into the filesystem of the CD and find setup.exe on disk 1 of the labview install and run that.  Nothing happens.  What's the deal?
 
This laptop has had several versions of LV installed over time -  6.1, 7.1, 8.0, 8.2.1, 8.5  I uninstalled all NI software and still see this problem.

What is actually happening? any popup error messages? have you checked whether ur CD-ROM working with other cd's(just a try don't hesitate.).

The CD ROM is ok; I can use it with other CDs.  In fact, I copied the files from the CD to a folder on the hard drive and the same thing happens.  Nothing.  I run setup.exe, I see the "wait" cursor for about half a second, and then nothing.  No pop up messages, errors, or anything.  According to the task manager there is no process running.

I seem to have stepped around the problem.  I tried killing all unnecessary processes and enabling the RPC locator service.  Then the LV installation would give me a "Severe - Wrong OS" popup.  After clicking OK on that the installation proceeded without any problems.

It installed after complaining about the OS being wrong?

Could you start the application after it was installed?

Yes, I started LabVIEW and everything is fine now.  I just clicked through the "Wrong OS" error.  Weird.
