It looks like it didn't quite install everything properly. Can you provide more details about the error you're getting or doesn't it give you any?
You may need to repair the installation to fix the parts the the installer thinks were already there so it skipped them.
Control Panel > Programs and Features > National Instruments Software > Right-click > Uninstall/Change
Select all of the components in the "Products" tab (select the first one, hold down shift, select the last one) then click the big square "Repair" button.
This will take quite a while but it should fix your installation.

That would have been my first option after screwing up the uninstall. Repair it so that you could uninstall it.

For the record the thing that allowed my labview to work was to use the command line and force it to reinstall.
Then I used the disk to install the software for the NImyDAQ but now whenever i start it it just does this (look at attachment).
Also the National Instraments program does not appear in my list of programs or else i would have tried to unistall/reinstall there first. it still has not shown up even after reinstalling labview and having it work.

Forcing a reinstall of a single component manually may fix your problem if there is only one component that is failing.
A couple of days ago I uninstalled all National Instruments software off a test machine. There were over 300 steps to uninstall.
I don't know if that means there were over 300 different components to uninstall but you get the picture.
From what you described in your original post, you will have broken almost every component needed to get your program running.
You will need to repair them all.
Have you tried my earlier suggestion?

Does "National Instruments Software" show up in your "Programs and Features" list in the control panel? It may not appear in the start menu, but it should show up in control panel.
If the repair method I suggested still doesn't work, try completely uninstalling ALL National Instruments software and reinstalling. That is usually my last resort, but I don't usually delete program folders.
It can be quite tricky to get rid of a program that wasn't properly uninstalled in Windows. It's a deficiency of Windows that can be quite a pain.
I have had some success with REVO Uninstaller in the past. You can try to use it to get rid of all remnants of National Instruments software before attempting a reinstall.

I believe I have said it before but the National Instruments Software does not show up in control panel that was the first place i looked to see if i could repair or uninstall it. I will attempt to use the REVO Uninstaller that you linked to and see if that works.

My apologies, you did say "the National Instraments program does not appear in my list of programs" but I wasn't sure if you were talking about the list of programs that appear in the start menu or the list of programs that appear in the control panel.
After forcing a reinstall via command line there should now be an item in the list of programs in the control panel.

No after the reinstall there is still no program in control panel.

Sigh. It just happened to me, as well. I'm giving my "Introduction to LabVIEW" lecture today to BME students, so I (foolishly?) installed LabVIEW 2014 on my laptop, which already had a perfectly good (and working) version of LabVIEW 2012 running. Now, mind you, I've got three or four other machines, laptops and desktops, that I've added 2014 "on top of" 2012 and 2013, and have had the "usual quirks", but managed to get it running. This time, I get errors about missing nip2p.dll (I think that was what it was called), so I spoke to an NI Engineer, who suggested removing everything and starting over. The uninstall listed 600 elements, took 3 hours, and the (manual) registry scrubbing took another 3. Installation of 2012 seemed to go well, but 2014 threw errors everywhere. Now, when I try a Repair, it quits, saying "Error in running uninst.exe". Oh, well, at least my slides (in PDF form) work ...
Time to reformat the hard drive and start all over, I fear ... Maybe just buy a new laptop (provided I can find one without a touch screen ...)
