NI max installs under the System Configuration tool, which installs with LabVIEW by default but can be installed by itself.
I believe that test panels come with NI-DAQmx for DAQ devices and for direct communications with NI-VISA, but I'm not totally sure as I nearly always install LabVIEW first.
Maybe tell us what you're trying to do in the first place and then circle back to the "How?" part afterwards?

You do realize that a Test Panel is linked to a device, so MAX with no LabVIEW drivers doesn't make much sense (to me). Indeed, the idea of MAX without LabVIEW I find very curious.

You need to also keep in mind that not all devices have a test panel in NI Max. You should have test panels for any device that has one for NI Max if you install the device drivers without LabVIEW.

I've written an application that controls a unique piece of hardware through a PCI card on a PC. I've made the application into an executable complete with installer so it can be installed on any computer. I have 5 of copies of this setup to build. I'd like to test the each setup, however, the installer only supplies a minimal version of LabVIEW for the executable to run. I need MAX to test the PCI card and thus the hardware.

Is there a reason why you can't include MAX in your installer?

The Installer automatically adds LabVIEW Runtime and DAQmx Runtime. Are you thinking NI System Configuration Runtime? If so, there are lots of other dependencies.

The image below is from a LabVIEW 2016 project. Note that 2018 device drivers are used
because LV 17 and 18 are also on this PC.
I suggest reinstalling Device Drivers.
