Missing option for New >> Targets and Device in RT PXI Target

Under LabView 8.6 (with RT and FPGA module installed) I am missing the option to add the PXI FPGAs to the RT PXI Target in the LabView Project Explorer.The usual option [right click on RT PXI Target] >> New >> is missing the "targets and devices..." option. It is simply not there. Has it moved somewhere else?MAX can see the FPGAs in the RT PXI target just fine. Windows Firewall is turned off. Visa Security settings configured to allow all "*" to communicate with PXI RT.

Can you add FPGA Targets to the "My Computer" or is it also not present.

Is the FPGA Module activated?
