At one time the USB-6009 used different firmware for Windows and Macintosh. I am not sure if this is still true or what version of firmware you have. Can you see the device from the Mac side?
I would try it but my Mac with Windows is not available at the moment.

I got my laptop back and checked. I can see the USB-6009 on both the Mac and Windows sides.
On the Mac side the System Profiler shows USB: USB Tree: NI USB 6009... along with the Product ID and some low level USB stuff. The DAQmx Base program lsdaq sees and identifies the device also.
On Windows (XP under Bootcamp) the Device Manager show it as a Data Acquisition Device (with the NI logo). MAX, version 4.5, can see it and run it also.
Do you have another computer on which you could verify whether at least the USB connection is working?

Now I can see the device from MAC side. But can't see from device manager. Here what the device manager shows:

I do not have much Window experience, so others may be of more help.
At least you know that the USB port itself will talk to the device from a hardware perspective.
Are you using Bootcamp or one of the virtual programs to run Windows? Which model of Mac?
My Device Manager shows an item called Universal Serial Bus Controllers and your image does not show that. Mine does not have a Ports (COM & LPT) item, but the computer does not have any such ports.

There is no equivalent to MAX for the Mac. To run the USB-6009 on the Mac you need to use DAQmx Base, which is a very different program from DAQmx on Windows.
I am not sure which versions of LV will run on 10.4. I have been using 10.5 for some time. You might check the NI web site for the versions supported on the Mac.

Are you sure you are sharing your USB port in VMWare? You should be able to edit the settings to determine which ports on your Mac can be accessed by the Windows OS in VMWare.
Here is an article from the VMWare Fusion website that may help also. It contains several other troubleshooting steps to take if your USB device is not showing up in your emulated OS.
