NI AT MIO 16 XE 50 can not locate or open driver

Here's the problem.  A NI AT MIO XE 50 is being used on windows 98, running NI DAQ 6.9.3 with an executable build in LabVIEW 6.1  I looked up legacy support and this card appears to be supported up to DAQ 7.1  but when I attempt to run the program i get  "Error -10240 occured at DIO port config.  Possible reasons:  NI-DAQ LV: The driver interface could not locate or open the driver.."  Your help would be very appreciated.

Hello!

Place a copy of the daqdrv file in the same directory as the LabVIEW runtime engine, which is per default C:\Program Files\National Instruments\shared\LabVIEW Run-Time\version. Include the lvdaq.dll file as a support file when building the executable.

I thought that might be the answer.  I was still getting errors after placing the file daqdrv, turns out the installer for daq 6.9.3 wasnt installing max as well.  After installing max and placing that file everything is looking good.  Thanks.
