Where can I find NI-IMAQ for USB Cameras for LabVIEW 2016? Thanks!

For USB Cameras, you probably want NI-IMAQdx, as this is the driver that supports the GenICam standard. It is part of the Vision Application Software, and generally requires an additional license, I believe.
