1-according to link NI product compatibility version suggested in table is the lowest version?
for example if it is stated to use 2018 version of "NI LabVIEW FPGA Xilinx Vivado" can I use 2019 too?
2- is it possible to use 32 bit labview with 64 bit vivado compilation?

1. Yes.
2. Yes. In fact, you have to for most FPGA targets, such as cRIOs. Yes, I have been hammering NI for this the last few months. It is currently my only hurdle to move to 64-bit.
