I recently reinstalled Labview 2016 to my Windows 10 laptop. While attempting to rebuild one of my applications that worked prior to reinstall, I received the error detailed below.
'C:\Program Files (x86)\National Instruments\Shared\MDF\Manifests\NI-VISA Tulip Passport {326C5DFC-D2BE-4CB4-B9EB-E55696D74837}.xml' Exists.
Tulip is available in NI MAX under passports and is enabled. I changed the build output directory, thinking this was a permissions error, and ran Labivew as admin but that did not resolve the error.
The only issue I can find that is similar to me is this one here, however Tulip passport is available in MAX so this doesn't seem to apply to me.

Resolution:
I had installed additional Labview packages with different activation information and it screwed up my whole installation.
