Is there a way to only allow a user to run a VI (or *.exe) continuously? Or
to have a VI run continuously when called? My work around for this is to
wrap a WHILE loop around the VI's diagram. This seems sloppy to me.

The run continously starts and stops running each time. That is sloppy behaviour. The while loop is the correct behaviour !

Albert is correct.
The continuous run button is just a convenient way re-running code.
