Opening of VI from China

I have a project VI from a company in China but I'm unable to open.

Is there a way to open these files?

You can try this suggestion of changing your windows locale: https://knowledge.ni.com/KnowledgeArticleDetails?id=kA03q000000x8VKCAY&l=en-US

Then if you are successful opening it, maybe you can rename it so you can change your locale back.
