Panels unexpectedly disappear during runtime. Why?

I have translated VIs from LabVIEW 7.1 to 8.0.  During running, background panels that should stay open, unexpectedly close leaving the user with no interface to interact with once the foreground panel closes.  I've checked the VI Properties - Window appearance and they are as designed under LabVIEW 7.1. 

Why are the panels closing?  How can I fix this?
