Problem web publishing tool

I have 2 questions about web publishing tool:
1. I am using web publishing tool to publish a micro to a web page. I found that it can only use the local network, users using wifi or enthernet other than the local network cannot connect to the web. So is there a way to do that or not?
2. Web publishing tool can only read data from the sending server, is there a way to cilent send data so that the server can? Specifically, I want to read an image from the cilent sent and the server can read the image.

1. Yes, you can connect from any location other than your own network. If you haven't done it yet, please follow the following instructions to do so. Additionally, here is the correct syntax for browsing addresses. 

2. You can setup LV Run-time Engine on clients computer (follow the steps here). If this doesn't the case for you, specify your problem. Will try to figure out.
