So just to clarify -

 

  1. Each version has its own RTE. The RTE from one version CANNOT run VIs or EXEs saved with another version (with the exception of some minor releases such as 8.5 and 8.5.1).
  2. You CAN run 8.6 EXEs on Windows 7. The big issues that usually crop up are heightened security which sometimes breaks old programs and drivers, which are not always compatible.
  3. In the drivers department, serial device drivers (particularly USB to serial converters) are notorious for having a potential for problems under 7, so you'd better test them well or make sure you get a good kind.

The reason why this happens is that some support software/tools were built under that version of LabVIEW, so it requires that version of the RunTime.
