Hi Ron,
Which operating systems are you trying this onto?
I would try first rebuilding the installer to make sure it wasn't a one time thing. If that doesn't work can you tell us what if any differences are there between the 2 computers (the development and the chassis).
In the mean while try downloading the run-time engine from https://www.ni.com/en/support/downloads/software-products/download.labview-runtime.html and install it separately to see if that gives you a temporary workaround.
