This could also be very easily done if your used an actual database instead of a binary file. The insertion and checking of existing serial numbers would be pretty trivial.

To OP: Please be aware that we are not a code-writing service. So far you have not shown any code whatsoever that you've tried to write yourself, or at least work with what has been provided. It alsost seems that you are asking for a ready-made solution. You will not find one. Each situation is different. You need to take the suggestions that have been provided and try to implement something. Anything, actually, at this point. Then we can provide tips and suggestions on what you should do.

I do not awaiting a complete solution only some hints like Alain S. has come up with. I beleive that You also started somewhere and stilll has a lot to learn in programming with Labview. As i work for a solution  i think it is good to have ideas from other persons thinking another way than i do.When i will be experienced i will for sure come up with suggestions for other users, but i agree to not give away a complete solution because it`s not the best way of learning.Thanks.
