In LabVIEW2010 example subdirectory for database is a program "Telecommunications Parametric Testing.vi". As soon as I open it, it begins to run. When I click the "Quit" button, it disappears from the screen. I would like to see its block diagram. Is this possible with this particular example?

Hit Ctrl - . (Control - Period). That aborts the VI from running and leaves it in edit mode.

To view / edit VIs that are set to run at launch just drag the vi onto another block diagram.
You will then be able to open the vi.

What part are you interested in? Long before it was a 'database' example, I was given the T1 generation/mask test code by an NI Engineer.
