Did you mean:

The response for the dir command is "LabVIEW: Memory is full."

In response of sending the dir command to the windows shell I receive the 'Memory is full' message.

When I' sending the other commands i.e. svn.exe (...)  the shell works fine.

Why?

What I'm going to do is to grab the file modification date and time.

Hi,

Use cmd /c dir C:\dlg.txt instead of dir C:\dlg.txt.

Refer to How Do I Execute a Windows Command in LabVIEW?

Andrey.

Are you aware of the File/Directory Info function?

Isn't c:\dlg.txt a very strange directory?

It really is the same operation as supplying a wildcard specifier, it just happens to be quite limited (single file).  In this way, the OP would get the modification time for just the single file.

(Not that I would go this route)
