i solved the problem by opening the port manually by following this guide.

Most firewalls are a lot more fussy about inbound connections than outbound ones.

When I need a TCP connection between a windows PC and another external device/computer, I have the windows side instigate the connection.

I know this can't always be done, but when it can, it will save having to edit the firewall settings.
