Are you sure you aren't confusing the VI Package Manager (VIPM), which has been included with LabVIEW for at least the past 5-7 years, with NIPM, which is now responsible for installing LabVIEW and its various components (and will also install VIPM if you select it)?
If all else fails, you may be in the awkward position of having to "Start Over", which means uninstalling all of LabVIEW and reinstalling, oldest-first. The problem here is that NIPM is the installer, and may be required to do an uninstall. If NIPM is working, there are procedures to do a safe LabVIEW Uninstall (search the Web or ask here). Otherwise, there is the "Nuclear Option" which (unfortunately) I've applied to two of my machines:

P.S. -- I should note that I spend several unproductive weeks trying to back out of a corrupted 2017 install before I tried the Nuclear Option, which took about a day, and left me with a Lean, Mean, and (best of all) Working system.
