When I follow your instructions, I get this error:

"This library is invalidly licensed for this computer. "

Where can I get a license?

I am a mentor coach for our local FRC team and use labView to develop the SW for our Robot, and our team would like to use Tortoise SVN with LabView and we want to make use of this merge utility.

The LV merge tool really does become far more powerful when integrated into SVN than when used manually.  Here's an article on Using LVmerge LabVIEW Merge Tool with TortoiseSVN with all the necessary setup instructions for LabView 8.5 and 8.6.
