AFAIK there is no runtime engine for Windows CE. And the Touch Panel Module only supports Windows XP Embedded and Windows 7 embedded and only for x86 architecture. Windows CE is a very different beast to that. First it is in most cases NOT x86 CPU based, and it only supports a subset of the Win32 API that the standard LabVIEW runtime environment calls into.

The only support for Windows CE from LabVIEW was with the LabVIEW for Windows Mobile Module. But that has been discontinued since LabVIEW 2012 without any replacement, since any Windows CE version can be considered obselete. Even Microsoft stopped support for all of them last year.

I think you need to talk with NI if they will still sell the LabVIEW 2011 Windows Mobile Toolkit to you. It's officially discontinued and you will be unlikely to get technical support on it now. The cross compiling from LabVIEW to Windows CE was also not trivial and had still several troubles when they stopped the development of that module. So you really need to think hard if you want to head down into this direction. I wouldn't!
