When you add a cluster to a cluster, the background color changes
I am using LabVIEW 2019, and when I copy and paste a white background cluster into the classic cluster, the cluster background color changes to gray.
I would appreciate it if you could tell me why this phenomenon occurs.

It was a cluster type issue.

I see the same with your clusters - and I don't know why it happens. (But I didn't investigate in details…)

Instead I picked the coloring tool to change colors in the "small" clusters" and then drag&drop them into the "large" cluster - and it seems to work as expected:

The lower three subclusters were added by me…

This is the default appearance difference between Controls and Indicators

So when you drag anything into the cluster container that is an Indicator it will change to the default color scheme
