Where do you place libraries?

If someone sends you a library of VI's, where do you put this library so it shows up in the functions window under "user libraries"?

Is it somewhere in the program files?

In the user.lib folder in the LabVIEW install directory. If no menu file is provided you will need to add the menu item yourself.
