matlab isn't Simulink.
You're looking at an older software toolkit that tells you it's obsolete and tells you where to find the link between LabVIEW and Simulink currently.
But, you're still not going to find matlab there. You'll want to look at something like MathScript or you'll want to program in one language rather than trying to merge two together.
