Why Are There Yearly Full Labview Installations Versus Upgrades?

That's exactly what we do as well.  We have an SSP but only install new versions of Labview every 2-3 years.

If LabVIEW is a critical part of your work than you should really keep the SSP up to date. It can be more costly down the road if you let it lapse.
