I can't tell from your screenshot, but I'll assume that you don't have anything wired into the bottom of the sixth frame...
Have you tried using the Executation Trace Toolkit? Its name is about all the help I can offer about it; I've only used it a time or two.
I wrote a VI a few years ago that might help - https://lavag.org/topic/11674-cr-abort-vi/ Running this will show what is running; it'll show you if your top-level isn't running by itself.

ok, just finished running the test. Unfortunately, every single indicator goes green (i.e. every single stop condition turns true OUTSIDE of their respective loops).
I will look into the execution trace toolkit. Thanks again everyone for the help.
