I've installed LabView 2016 to learn about FPGAs as I'm a beginner in this field. As in the tutorials for creating a new project, I should right-click the project root and select New»Targets and Devices. Why does the ''Targets and Devices'' option not appear? Do I need any other configurations or software to start learning about FPGA in LabView?

I guess device drivers are not installed, Please check whether device drivers are installed?

Which driver should I install? NI has a list of drivers since I’m using the DE1 fpga Altera board on my project.

You need labview fpga module to work on Labview FPGA. You can download evaluation from here. https://www.ni.com/en/support/downloads/software-products/download.labview-fpga-module.html
Also try saving project on computer directory. Your attached image shows project is not yet saved
