can't start LV7.1 after installing NI-DAQmx 7.5, on win2K, SP2

After I installed the NI-DAQmx 7.5 on a Win2K(sp2) machine, I just simply cannot start LabVIEW7.1. The following lines are included in the error log:

and the FLEXlm errors refer to the following:

-73: Local checkout filter rejected request.

-125: A PACKAGE component must be specified.

It works all well on a WinXP. I've no idea what can I do to this. Thanks in advance for your suggestion!
