Your second sentence sounds correct to me. In both case, A happen before B. B will not happen as long as A is OFF.

 2 possible case

a) A is ON, then OFF. it is subsequently followed by B ON.

b) A is ON , then B ON.

 

Both case, the output will be ON as soon as A is ON, then output off as soon as B ON.
