convert time domain to frequency domain

Sampling at 10 kHz, your sound is going to be at best cell phone quality.  Is this acceptable?

edit: Well, not exactly.  The lower frequencies will still be preserved, unlike a cellphone.  Like a cellphone, though, it will be difficult to hear and understand the sibilant aspects of human speech.
