creating sub-VI with local variable inside?

While it would have been better to organize your controls and indicators at the beginning, it's never to late to apply a little organization and it really shouldn't take that much time or effort. Start by identifying some of your controls/indicators that can be logically combined. On the block diagram, use the text tool to label the wires that are connected to them Name them the same as the control label. Then, go to the front panel and place an empty cluster there. Drag your controls into the cluster. Go back to the block diagram and find the new cluster. Wire an unbundle by name to it. Expand it so all of the items are listed. Now, wire from the Unbundle by Name to the broken wires you had labeled. Repeat as needed. You want to have far fewer than 28 connectors.
