disable and grey out caption of an enum type def

When i save an enum as a type definition i can no longer disable and grey out it's caption or label. When the enum is not a type def, i can. Is this a 7.1 bug ? Thanks.

This is probably similar to this, so yes, it does appear to be a bug.
