Do you have the hardware to suport this? Cellular modem and such? Otherwise you're going to be restricted to using a carrier's email to sms services. Each mobile provider has a gateway that will 'convert' emails to SMS. The following link has more information.
http://www.mutube.com/projects/open-email-to-sms/gateway-list/
If you take this route, all you have to do is create a program that sends email, of which there are many many examples already.

Then let me point you, again, to that incredible invention called the search box that you will see at the top. If you do something crazy, like type "labview sms" in there and hit enter you will find numerous results, including (hang on to your seat for this one) examples on sending an SMS via LabVIEW. Incredible, isn't it?

I have Verizon as my carrier and to send a text message through e-mail all the time using LabView
I simply send an email to my number@vtext.com and I receive it as a text message on my phone.
Check with your carrier and see if you have a simmilar option available.

Then look at what I posted. No one here is going to write out the answer for you, use some critical thinking and figure it out.
