SSI is a serial synchron protocol. The card send a clock and the encoder send the position in 25 clocks . Beetween to position, the card wait more than 0,025 ms.

You probably need an NI 6533 for that. It is a high speed digital I/O card with 4 ports of 8 channels each. You may need some signal conditioning to bring the voltage to TTL level.
