Why doesn't Fluke?
While NI does an excellant jog ob providing drivers for a wide variety of instruments, it's impossible for them to keep up with all of the manufacturers nor would I expect them to rent or buy everything out there. You can certainly make a request to NI that they start to develop a driver but imho, it is the fault of Fluke not to a driver available. Call them and complain that you've spent a lot of money on their instrument and ask why there's no driver included.
