I am searching for advise..Can labVIEW be use to build a FPGA based development board. FPGA based with embedded processor and web based CAD system

Labview does have FPGA development modules and the compact RIO system is FPGA based.  Labview also has tools to work with web applications.  But I'm curious what does web based CAD have to do with FPGA?

The LabVIEW FPGA Module can also only target National Instruments FPGA devices. Third party FPGAs are not currently supported.
