how do I add a horizontal reference line to a waveform chart

I have seen a LabVIEW program with a horizontal 'viewing window' to isolate a particular section of a waveform chart, where the vertical location is adjustable by the user. I would like to create something similar on a waveform chart; a horizontal line that is adjustable in height by the user. Is there a way to do this? I am attaching the vi with a 'viewing window', which is called ONTension.vi.

Try this attached vi which uses Y-scale maximum range and minimum to move vertically
or
You can use this graph pallette, click on the hand
and use the hand click it on the graph and move to any place in the graph
