I have recently been designing a FP design and have gotten to a scrollbar within a multi column list box.
How do i change the decals and colours of the scroll bar as i cant seem to change or select any components of it within the control editor.
I would like to change the arrow buttons and the slider with a custom arrow decal and have the track a solid colour. In adition to this i would like to either change some of the symbols or add my own custom ones onto the existing list.
Is this possible to do?

i don't think you can customise parts of the scollbars.
Here how to add custom symbols to a listbox. The new symbols index should start at 41 since the standard symbols indices are from 1 to 40. Your custom symbol size should be 16x16.

Just a bit of an update, I have found that i can partialy change the style of a scroll bar but only under certain conditions.
The control has to be a silver control and you can only modify the colour of the arrows and the track using the standard paint tool. I am yet to figure out how to change (if it is at all possible) the scroll bar itself.
This does not work with other styles of controls apart from the modern control. The classic and system multicolumn listbox will not change colour (as far as I have tested) however the modern control does allow only the background colour to be applied example shown below
