how do you trigger events on rising edge of external clock signal

Hi,

I have an external clock that I can read in using a DIO channel on my daq card.  I want to know how to trigger certain events to happen on the rising edge of this clock.  i.e send out bits using another DIO on the rising edge of the clock signal.
